High end pc lagging during downloading

I have a rather high end pc and Ive been getting large amounts of lag. the lag normally happens when I am in towns, dungeons, cities, or near NPCs. When I am lagging I normally get around 20fps, but a lot of the time it is around when it really drops. The only thing you can do at your end is to make sure you disable any background programs which are using your Internet connection at the same time.
